On the days indicated, the Ralls County Commissioners including Presiding Commissioner Robert L. See, Eastern District Commissioner R. C. Harlow, Western District Commissioner Steven H. Whitaker and Rals County Clerk Ernest E. Duckworth met in regular session. Besides approving their regular minutes the commissioners accomplished the following:
Monday, July 15 – The Commission discussed general road maintenance;
The Commission signed checks and warrants as listed in the warrant registry;
The Commission met with Carolyn Wisecarver concerning the bridge on Beaver Road;
The Commission signed papers on the engineering for bridges BRO-B087 (18) and BRO-BO87 (19). The papers were sent to MoDot and filed in the clerk’s office;
The Commission met with Ron Sellers concerning a need for a concrete lid on a water meter that is located in the easement of his land;
The Commission met with Todd Brolaski concerning a permit for a CAFO on his land. The Commissioners advised him to get a notarized letter from his neighbor then the Commissioners would review at a later date;
The Commission met with Sheriff Gerry Dinwiddie in regards to the old sheriff building;
Ralls County Presiding Commissioner, Robert L See called the Ralls County Board of Equalization meeting to order with the following present: Martin T Wasson, Sam Leake, Steve Lewton, Steven H Whitaker, Robert See, RC Harlow, Tom Ruhl and Kristal Hiner. iGPS was on the docket and they waived the right to be in attendance. Sam Leake made the motion to accept the value that was set by the Assessor Tom Ruhl. Steve Lewton seconded the motion. The vote went as follows: Sam Leake, yes; Steve Whitaker, yes; Martin Wasson, yes; Steve Lewton, yes; Robert See, yes; RC Harlow, yes.
Steve Lewton made the motion to adjourn until July 22. Sam Leake seconded the motion. The vote went as follows: Sam Leake, yes; Steve Whitaker, yes; Martin Wasson, yes; Steve Lewton, yes; Robert See, yes; RC Harlow, yes.
Friday, July 18 – The Commission discussed general road maintenance;
The Commission met with Todd Brolaski and Gerald Flowers in regards to a hog confinement that Mr. Brolaski is planning to build. Mr. Flowers signed a paper saying he was not in opposition to the building being built in the location that Mr. Brolaski intends to build the building. Ernie Duckworth and Danny Clark signed as witness. April Flowers will need to sign the paper also but was unable to attend the meeting;
The Commission met with Gerry Dinwiddie and Chris Cox in regards to the bridge on Beaver Road and the situation with parties and litter on the bridge and road. The Commission is concerned about someone possibly getting hurt on the bridge. The Commission decided to put a fence up to keep people off the bridge and to put up no trespassing signs;
The Commission met with Michael Purol and three bidders who put in bids on the Courthouse repairs. Those present at the meetings signatures is attached. Those submitting bids were GEI Global Environmental, Bleigh Construction Company andARSI (Asbestos Removal Services, Inc.). Michael Purol of PSBA Engineering opened the bids and read the amounts. There were two bids for the lead removal, GEI Global, $280,000.00 and ARSI $187,200.00. There were two bids for the rest of the project from Bleigh Const. One bid was for $323,000.00 with a shingled roof and one bid for $434,000.00 with a metal roof. Michael said he would contact the bidders after the Commission and the Engineers have made a decision on which bids to accept; and
The Commission met with Lowell Jackson in regards to the Planning and Zoning board. Steven Whitaker made the motion to have Lowell Jackson as the board member for the Center Township and RC Harlow seconded the motion. The vote went as follows: RC Harlow – yes, Steven Whitaker – yes, Robert See – yes.
